Ok, so what makes Victoria "mother material"?

Victoria lost Reed because of her dad's interference, not because of her directly. Chloe filed for sole custody again because she found out that Billy bought Lucy from a baby broker. Victoria knew nothing about that. Victoria has changed a lot since she longer works for her dad. She is not like him anymore. She has grown to love Lucy with all her heart, and JT has let Victoria have Reed over the holidays.
