On Y&R, What is Phyllis's deal?

oooohh.... She's making me so mad! She's so mean and vindictive and doesn't even stop to think what's best for Lucy. Billy and Victoria are the only parents she's known yet Phyllis thinks its ok to just tear her away from them. Its starting to look like Daniel is getting attached so I have a feeling he will want to keep her.... That whole story is so sad. What do you think will happen when Daisy comes back to GC? Who do you think should get custody of Lucy?
